
Latvia was represented in the intergovernmental committee of technical and legal experts by Prof. Dr. med. Baiba Jansone (Faculty of Medicine and Life Sciences) and Dr. iur. Irēna Barkāne (Faculty of Law). Together with Laura Treimane, Education and Science Advisor at the Permanent Delegation of the Republic of Latvia to the OECD and UNESCO, they contributed to the review and adoption of the first global Recommendation on the Ethics of Neurotechnology.
In 2021, UNESCO adopted the Recommendation on the Ethics of Artificial Intelligence, which laid the foundation for developing a global normative instrument in the field of ethical governance of neurotechnologies. The approval of the new recommendation by the expert committee marks a significant step toward responsible and ethical innovation in this rapidly advancing technological sector.
The draft recommendation will next be submitted for approval at the 43rd session of the UNESCO General Conference, to be held in November 2025, with the participation of 194 member states.
